They are private, closed circuit systems where someone is generally required to be physically monitoring footage to then manually send out alerts or provide information on what is happening.
At many locations however, footage is not monitored live.

The security camera footage at Robb Elementary was very effective – after the mass shooting – at telling us where the shooter was, how he entered the building, which classrooms and areas he fired in, where his victims lay, what weapons he was using, and what body armor he had… But by then it was too late.
Problem #3 – “More Security Guards” is Not a Viable Answer

While studies have shown security guards can deter crime13, they quickly become cost prohibitive.
Entry-level security guards can start as low as $20 per hour. But armed guards with specialized training and experience, can run upwards of $800 per day.
That works out to a whopping $208,000 a year. Even at entry level prices, a company or institution is still set back over $50,000 per year.
And that’s per guard.
Larger buildings typically require multiple guards to effectively patrol an area – which then multiplies costs.

The whole neighborhood was connected and monitored by both police and citizens.
