SUSONO, Japan, September 25, 2025 – Toyota Motor (TM) opened the first section of its Woven City testing facility near Mt. Fuji on Thursday, launching a “living laboratory” for autonomous vehicles and robotics technology more than five years after unveiling the project1.

The facility represents Toyota’s 13.6 billion investment in mobility technologies and positions the automaker to test integrated infrastructure systems that could generate new revenue streams beyond traditional vehicle sales.

  • Site will test autonomous vehicles and robotics integration
  • 175-acre facility serves as “living laboratory” for mobility

Market Context and Strategic Positioning

Toyota’s Woven City initiative positions the world’s second-largest automaker alongside tech giants like Google and Amazon in developing smart city infrastructure. The 175-acre site at the base of Mt. Fuji will serve as a testing ground for coordination between infrastructure and vehicles to enable autonomous driving capabilities2.

The launch comes as traditional automakers face increasing pressure to diversify beyond manufacturing into technology services and mobility solutions. Tesla (TSLA) has already demonstrated the revenue potential of software and services, generating over 2 billion annually from its Full Self-Driving capabilities.

Technology Integration and Testing Capabilities

The Woven City will function as a comprehensive testing environment where residents will live and work while participating in trials of emerging technologies. Homes within the facility will serve as test sites for in-home robotics designed to assist with daily life activities3.

The site incorporates three types of streets: one for faster vehicles, another for personal mobility devices like e-Palettes, and a third for pedestrians. This infrastructure design allows Toyota to test various mobility scenarios in real-world conditions while maintaining safety protocols.

Management Vision and Future Plans

Toyota executives emphasized the collaborative nature of the project. “This test course for mobility is driven by a collaborative community with a shared passion to enhance well-being for all,” according to the company’s official Woven City website4.

The facility will gradually expand beyond the initial phase, with Toyota planning to integrate artificial intelligence, robotics, and sustainable energy systems throughout the development. The company expects the site to house approximately 2,000 residents, including Toyota employees, researchers, and their families.

Investment Implications

Woven City represents Toyota’s long-term commitment to transforming from a traditional automaker into a mobility services company. The facility could accelerate development timelines for autonomous driving technology and smart infrastructure solutions, potentially creating new revenue opportunities.

Investors should monitor how the testing data translates into commercial applications and whether Toyota can leverage its learnings to secure partnerships with governments and urban planners globally.
